Given the straggly nature of your roses and not knowing what they are, I'd suggest following our pruning guide for floribundas (https://www.rhs.org.uk/advice/profile?PID=176). Don't worry about trying to spot buds, just cut back low in Feb or March and give a rose feed. If they take a year out from flowering, prune much lighter the year following.
